The both events are generated accordingly to WindowsFirewall (as specified in the messages)
The filters names (in WindowsFirewall) are specified after ‘:’.

We have no information regarding whether the filters are available to manage via "WindowsFirewall with extended security" applet. However the filters exist.
“Default Inbound Block”, for instance is the filter of the default WF policy probably – to block any incoming that was not enabled explicitly.

If you do need the activity enabled you should create the related enabling rules explicitly probably.
