Slower startup of blocked programs

When a program gets the traffic blocked by the firewall it takes much longer to start.

For example, when I launch Firefox it wants some incoming connections, but I only allow it outgoing connections.
This makes Firefox start very slowly. It seems like while it's starting it tries incoming connections several times (6 times).

Is it something that can be done by the firewall, or can it only be changed by Firefox?

Actually if a program is blocked by firewall, the program may “insist” on the rejected connection and try to repeat the attempts. Evidently the attempts take time and so the program is slowing down.
There are two options to fix the problem.
a) reconfigure the problem to avoid the unwanted connections
b) Making assumption the connections are safe enable the connections.

Most probably Firefox activity is safe and can be enabled.
W7FC Plus allows you to enable such activity precisely. The Free version would require setting EnableAll to the entire application.

With the Plus version you can check (by blocking notification and/or blocked.log file) the activity blocked and enable the activity only
a) by setting a more appropriate zone from the repository
or
b) adjusting the current (applied to the application) zone by inserting an enabling rule. The rule will enable the required activity only.

FireFox typically uses localhost (127.0.0.1) bidirectional (outgoing + incoming) connections for interprocess (internal by definition) communications. The activity is safe obviously.

So how would I allow only the internal (127.0.0.1) incoming connections in the plus version?

I tried to enter a Rule in a Zone, but it doesn't seem to make a difference which IP address I enter. For example I selected the LocalHost rule, changed the IP to something like 222.0.0.1 and it would still work. I only want to enable the 127.0.0.1 loopback (or whatever it's called) and block all other incoming connections for Firefox.

Find Firefox in Programs list, RightClick, choose Zone (F3)

If no rules are triggered the final (ZoneResult) permission is used.
So ZoneResult enabled means the following.
Any enabling rules of the zone are senseless, anyway the final permission is enabling, only disabling rules are meaningful in that case.
If there are no disabling rules, the entire zone is equal to EnableAll.
