There are no requirements to switch WF off.
Most probably you should just tune WF accordingly.
To enable a network activity the activity must be not disabled at all the filtering layers.

uPnP discovery is based on UDP, a protocol without delivery check.
So if the discovery message did not reach the router (of any reason), the response was not generated or the response did not reach the discoverer, the device will not be detected.
If so the detection will be scheduled for a next period (up to several minutes probably)
Did you see any blocked notifications?

The blocked details please. Turned off WF does not turn off all the related filtering rules.
WF (formally) is jus a control panel to WindowsFitleringPlatform (WFP, read the F.A.Q for the details). WFP is the integral part of the system, WFP is up, running and can not be switched off.
