You have to
1. Run cmd.exe as Admin (for Windows 7)
1a Click Start
1b type “cmd”. Windows should show cmd.exe in the upper Programs list
1c RightClick cmd.exe and choose “Run as Admininstrator”
1d you should see the window as below

2 Change the directory to W7FC installation folder
2a type “cd \Program Files\Windows7FirewallControl” (for the default W7FC installation) and press Enter

3 Type the Regedit string and press Enter

Sure, just repeat the same omitting “/u” in the last command.
So
“regsvr32 ExplMenu.dll”
Instead of
“regsvr32 /u ExplMenu.dll”
