W7FC shows all the blocked notification regardless of the origin, including WindowsFirewall related messages.
There are no reasons to worry about that from the security point, anyway the message is blocked by WindowsFirewall special filter. In order to manage the filter you should use WindowsFirewall related panel.
The latest versions from http://vistafirewallcontrol.freeforums.org/the-latest-betas-releases-t6.html suppress the message as the message is annoying (under certain conditions) and does not suppose an adequate reaction.
