If i understand it correctly, "Host" is the external server trying to connect to my PC, right?
Why don't you allow multiple hosts then?
Why can't we set multiple ports in one rule? (e.g. portranges. example: 8999-9004, 10001, 10005-10010)

Not exactly but near to.
"Host" and "address by name" buttons are the way to get IP address from a symbolic name.
Anyway rules are to be set by IP finally.

via separate rules or via IP mask/range

We have the port range scheduled. However from pure security point the option is most probably redundant.
Practically a significant port range is mostly equal to no port limitations at all.
If you would like to discuss that, please give us a sample where the port range seems reasonable for you and we will try to parse the sample.
