That is feasible with Plus version.
You would have to list all the applications to be blocked in the Programs list and set with the desired permissions(*).
Adding a permissive rule to Settings/AllApplications zone will enable all the other apps without prompting and listing.
So the final permission decision priority is
- Rules set to listed applications evidently.
- AllApps rules
- Zones results for listed applications. If none of applied-to-application rules trigger, the Zone result is use for the final decision.
(*)So, to disable application above All (other) applications, you have to avoid ruleless zones. The useful disabling zone must have an all-disabling rule anyway in spite of disabling zone result. There is a sense to create a copy of DisableAll zone and add an all-disabling rule to the zone, then apply the zone to the selected applications.
