Clarification of Update vs. Upgrade Policy?

(I suppose that support is gone for the weekend, so I'm asking if any users have gone through this experience.)

The home page for V7FC says, "Perpetual license without subscriptions."
The download and buy page says, "Get 30% discount coupon for the upgrade now."
Can anyone clarify whether one has to pay to "update," say from current version 4.1.x to version 4.5.x -- apparently the next planned version -- or only to "upgrade" from version 4.x (or earlier) to version 5.x (or later)?

I'm wondering in particular whether the recently (apparently) offered 50% discount for initial purchase might mean that a new "upgrade" is imminent.

The minor (4.x to 4.x, up to 4.99999, if any) updates are free.
The major updates are discounted including (1.x->5.x, 2.x->5.x……. 4x->5.x)
The next planned release is 5.0.
The pre-release will be available as 4.9, so free for all 4.x users.

The license (in spite of initial discount, of any) is perpetual and admits discounted upgrades.
The upgrades are not imminent. The upgrade decision is yours solely. We just introduce new features.
