Please make the difference between initial-access and the following access.
The initial access is blocked _only_ by default; the access of unlisted applications is blocked.
It happens only once as the application gets listed after the initial block is made.

Any program may require EnableAll for the regular operations. The requirements may be (or may be not) satisfied by you depending on your security policy and application activity details.

My PC is under Windows XP.
My AV is Microsoft Security Essentials.
I have recently added Windows 7 Firewall Control, downloading and installing the free version for Windows XP.
I have succeeded in configuring it correctly for all my programs, except for Microsoft Security Essentials.
Although I enabled all the programs in the MSE folder, as well as the program DW20.exe, MSE does not succeed in connecting the network when trying to update virus definitions.
How can I solve this problem?
If I can't, I will will eventually have to uninstall Windows 7 Firewall Control, which would be a pity.

No blocked event appears.
And the problem is reproduced under TrayIcon/Mode:EnableAll.
Any idea of what's causing the problem?

Mode:EnableAll enables all the activity unconditionally, so switches the firewall off entirely.
The problem is caused by a third party almost for sure.

I have uninstalled Windows7FirewallControl, and now everything works fine when I ask Microsoft Security Essentials to update its definitions for virus.

We have just tried to reproduce MSE interoperability under W7FC.
No problems were found, the update was processed smoothly
We used the following settings

But remember that I use the free version of your program, so I can't modify the controls for system programs access.
Could it be the reason?
Also, I am on Windows XP SP3.

Is there a sense to check the Free version?
Anyway all MSE dedicated entities are set with EnableAll.
All the system programs are set with EnableAll by default as well.
So the Plus and the Free versions are equal in the way of used permissions.
Should we try the Free version as well?
